Adapt or die

It’s an open secret that the pandemic dealt a crippling blow to the world economy, trade and the financial system. Any producer today is experiencing not the usual financial difficulties, but fundamentally new risks: this is slump in demand due to quarantine, forced production shutdown around the globe, the closed borders of many states. Thereby, many small and medium-sized businesses may not weather the crisis. But the rest will gladly share the vacant beachhead. It is obvious that our world will hardly be the same, having survived these terrible times.

Therefore, now companies first of all need to rethink their position in the market, while the "economy of self-isolation" is taking only the first steps. “Adapt or die” is exactly what the famous business slogan “Get rich or die” sounds like today.
The global crisis is a time when producers need to carefully look at the markets, looking for a “window of opportunity”. This is where you need to go, it is there that you need to increase efforts to receive new orders, introducing new technologies. Achievement of the envisaged targets requires the mobilization of all available resources for outstripping development. At the same time, increasing the share of high-tech industries near new sales markets is the minimum bare-bones agenda.
Today, many European and Asian producers of equipment and materials are attracted by the opportunity to open their production units in Russia in the so-called special economic zones (SEZs). This right has already been exercised by such well-known brands as ABB, Schlumberger, Yokohama, Fenzi and many others.

A special economic zone is a certain scientific or industrial cluster, which the state gives a special legal status. This status gives SEZ residents a number of tax benefits and customs preferences, and also guarantees access to engineering, transport and business infrastructure. Investor costs in implementing projects in the SEZ are on average 30% lower than in Russia.
There are comfortable conditions for business development in the SEZ, the implementation of challenging ideas, the creation of new industrial and high-tech products. SEZ for Russian companies is an opportunity to implement ambitious projects and enter foreign markets, while SEZ for foreign companies is access to the Russian market.

One of these technology-innovative SEZs was created in Dubna, Moscow Region. Dubna is a city of nuclear physicists on the banks of the Volga. The city was given the science city status in December 2001 by the Decree of the President of the Russian Federation. SEZ Dubna provides special benefits and preferences for residents:
- 0% profit tax rate for the first 8 years;
- 14% insurance payments;
- property tax remission for 10 years;
- land and transport tax remission for 5 years;
- transport and engineering infrastructure (heat, electricity, water, telecommunications) is available for each land plot provided for using by the resident developer. Connecting to engineering infrastructure is free.
- land lease is 2% of the cadastral value per year. The purchase of land is possible for 15% of its cadastral value.

The free customs zone regime has been operating in the territory of the Dubna SEZ since 2012 and allows the import and export of foreign goods (equipment, raw materials, components, construction materials) without paying customs duties and VAT. All customs infrastructure facilities are equipped with modern high-tech equipment.
The distribution feeder “Russian Programming Center” 110 kV with a capacity of 50 MW was built to meet the needs of the objects of the SEZ “Dubna” and the surrounding area. The ability to transfer power from two urban supply centers was also implemented. The total supply of electricity to the SEZ “Dubna” is 108 MW.
SEZ "Dubna" today is becoming the support center for innovative entrepreneurship. First government officials, international delegations regularly come here, and small enterprises become known even at the initial stage as a result, and the most successful projects find investment.
